The CSIR has a vacancy for Governance and Compliance Manager in the Supply Chain Management portfolio. The position is The Governance and Compliance Manager provides strategic input and is responsible for ensuring that the CSIR complies with Supply Chain Management (SCM) policies, governance processes and procedures, legal compliance and risk management. The incumbent will be responsible to provide strategic general governance management support services to the CSIR, working closely with other areas including all Divisions and Portfolios such as Internal Audit Services, Legal and Compliance Services, Enterprise Risk Management Services, SHEQ, Finance, Human Capital, Business Excellence and Integration. To manage and coordinate all SCM audits and engagements with Auditor General, Internal Audit Services, SHEQ, National Treasury, CIDB, SARS during audits and reporting. Ensure that all reports are accurate, complete and submitted within the prescribed timeframes. Ensure there is constant engagement with National Treasury to keep abreast of the latest changes in the legislation. Ensure that legal and legislative requirements are met within the SCM processes and lead in the development of policies, procedures, templates and standards for all SCM capabilities. Disseminate information and conduct SCM training related to the policies, governance, and compliance with the latest legislation and regulations. Ensure that National Treasury regulations are implemented and reporting is done accordingly. The position is based in Pretoria.


This position reports to Manager: Compliance and Reporting Manager


Key Responsibilities


Strategic and Operational Management


Ensure that SCM reviews, develops and implements SCM policies and procedures which are aligned with the latest legislation, Approval Framework Policy and regulations.

Conduct research and ensure compliance to all relevant standards, laws, regulations and applicable SCM prescripts across CSIR through disseminating information and conducting training.

Provide guidance and ensure active participation on various Governance structures internally and externally.

Active participation in relevant government forums to keep abreast of subject matter trends and contribute thought leadership to current debates to ensure that the organisation is well informed about any latest changes to the SCM regulations and all legislation applicable to SCM.


Governance, Compliance and Reporting


Draft, review and update SCM templates, policies, procedures and frameworks to ensure alignment with relevant and applicable legislation.

Ensure implementation of SCM templates, policies, frameworks, governance processes and procedures in line with the latest legislation and regulations.

Monitor compliance to CSIR¿s SCM policies, procedures, standards and governance applicable and escalate non-compliances.

Provide training and disseminate information to close gaps, where non-compliance is identified.

Review bid packs, deviation requests, ExCo submissions (Memos) and addendums to ensure compliance with legislation, policies and procedures and to mitigate risk of any potential litigation.

Provide support and guidance to the bid evaluation committees to resolve Tender and Governance issues.

Ensure accurate and timeous reporting is implemented for internal and external stakeholders.

Provide formal and informal support on compliance and risk management to SCM functional heads and practitioners to embed controls within their daily activities.

Update the SCM risk register, provide risk mitigation strategies, implement risk control measures to prevent any potential risk exposure to the organisation, disseminate a log of supply chain risks to relevant functions, and report on these to the CSIR¿s Risk Management Unit.

Research and benchmark best practices, good governance principles and implement to CSIR as part of continuous improvement

Lead and support the enhancement of SCM controls, systems and processes to optimise efficiency and strengthen the overall contribution of SCM to the organisation.


Stakeholder relationships management


Provide advice to stakeholders to ensure compliance with the SCM policies, PPPFA, PFMA and all related regulations.

Oversee adherence to the SHEQ programmes to ensure compliance to all SHEQ requirements within SCM

Provide formal and informal training on SCM processes to SCM team, internal and external stakeholders by means of workshop and formal training as and when required.

Active participation in statutory reporting to internal and external stakeholders.


Administration and Audits


Support and active participate in the drive to maintain clean audit by collaborating with various stakeholders on various initiatives, campaigns and awareness sessions.

Coordinate and oversee audits conducted by internal and external auditors on behalf of Supply Chain

Active participation in resolving audit finding issues within the agreed timeframes


Qualifications, Skills And Experience


Bachelors degree in Purchasing/ or Supply Chain Management/LLB or equivalent (NQF 7) with at least six years experience in a supply chain or procurement environment with at least three years experience in a similar role in compliance management role.

A CIPS qualification would be advantageous.

Experience in the public sector is an added advantage

Sound knowledge and understanding of procurement legislation applicable to State Owned Entities, including but not limited to the Public Finance Management Act (PFMA), Broad-Based Black Economic Empowerment Act (B-BBEE Act), Preferential Procurement Policy Framework Act, and other relevant treasury regulations.

Experience in developing supply chain related policies, procedures and standard operating procedures.

Communication with relevant stakeholders and suppliers.

Sound knowledge of public sectors procurement legislation.

Ability to develop strong working relationships with both internal and external stakeholders.

Sound verbal and written communication, presentation and training skills.

Ability to work accurately and pay attention to detail.

Negotiation and conflict resolution skills

High level of emotional maturity, motivation, energy and proactivity.

Sound organisational, planning and controlling skills with proven ability to meet deadlines.

Ability to work under pressure.
